    Does this have any cultural significance, or is it just people dressing up in costumes?

    Hi Frank! The event took place in Borgerhout, which has a really mixed population. And therefore the cultural live there is also very mixed. During the event there were groups with South-American and African origins. And the murgas are a modern (Latin American influenced) kind of brass bands and majorettes. So it was not just people dressing up, but it was a cultural event.
